I think you are right, Johnathan, that it depends on how the questions are stated. It appears from the WP article, that a plurality oppose the current proposals ("Overall, 45 percent of Americans favor the broad outlines of the proposals now moving in Congress, while 48 percent are opposed"), but that may be because of how congress wants to fund it. Oops. ... 25% support it, 33% oppose, and for 39%, it "depends." I'd think there is ample reason for the WP to call it controversial.
