Like they were just started -threaded on like someone was going to tighten them down later - and forgot. This stuff doesn't happen often, but apparently it does happen. So check your fasteners - especially after every service.

... metric captured fasteners? The only ones I have found are $5 per, and that seems a little overpriced. I am going to install a CF Belly pan I just got on my 748, and would like to use screw type fasteners like at the top, but haven't been able to find a good place to get captured nuts. I guess if I can't get a hold of the captured nuts, has anyone taken their screw type fairing mounts ...
