Is that same for consecutive ping command (ie u issue two or more times) . if so check ur arp ... Number of devices connected to the broadcast domain is the issue.
If we first ping to device normally it take times bcs ARP is send. ( ... to switch). but U r ping to switch i.e switch management vlan ip, not an DTE.
